Mission Statement
Welcome to the United States Department of Agriculture (USDA) - Rural Development (RD), Procurement Management Office (PMO), Agency Small Business Office (ASBO). USDA is committed to improving the economy, infrastructure and quality of life for our citizens in rural America. Through an extensive network of field offices and partnerships with public and private organizations, USDA/RD delivers services throughout the United States, Puerto Rico, the U. S. Virgin Islands and Guam.
As a component of USDA’s overall public trust responsibilities, ASBO serves as the agency’s primary advocate concerning Small Business matters with goals to enhance Small Business participation with USDA/RD’s contracting process. ASBO serves as a proactive activist for Small Business actions with our aim to assist Small Businesses succeed and prosper.

Lori Lloyd is the Director of the Procurement Management Office (PMO) with over two decades of successful experience in contract management and acquisitions. She specializes in developing personnel to provide expert business advice and support for all Rural Development programs.
