Cactus Health Clinic in Fort Stockton

Cactus Health Services, Inc., is a Federally Qualified Health Center in operation since 2003. Cactus Health provides services to the low income, uninsured, and underserved populations of Brewster, Terrell and Pecos counties. The organization operated its primary care with a small rented clinic facility, under 2000 square feet, in Fort Stockton. 

Besides its small size, the original facility had a number of issues. The facility was not completely handicap accessible, which is a serious issue for a health clinic. The property had no parking on-site but relied on street parking, which was not adequate for the existing patients. The age of the facility resulted in high maintenance expenses which took funds away from much needed programs within the clinic. These issues prompted Cactus Health to decide to move to a newer and larger facility.

USDA Rural Development awarded Cactus Health Services a $1,140,000 loan through the Community Facilities program. Once the final construction plans and contract documents were completed, the loan was closed in March 2018.  USDA was able to provide very favorable loan terms. The loan has an interest rate of 3.375% and a term of 40 years.  The loan payments were deferred for one year to give plenty of time for construction and recruiting additional health providers.  The funds were used to purchase a pre-manufactured building, delivered to the purchased site in sections, and installed on a permanent foundation. The loan also covered all related expenses including purchase of the land, site improvements, facility equipment, architectural services, and legal services. 

With construction complete, Cactus Health began to see patients at the new clinic on December 3, 2018.  The location of the new clinic is highly visible on a main street in the downtown area of the city. The new facility is 6000 square feet and provides an in-take area, an adequate number of exam rooms, nurse stations, dental office, mental health office, doctor offices, x-ray, administrative offices, lab, and waiting room.  The facility is completely handicap accessible and meets all state and federal accessibility requirements. The new modern facility will assist Cactus Health recruit doctors and other new health providers, as well as, attract new patients.  Cactus Health is currently recruiting for a dentist and a mental health professional to utilize those areas of the facility.
