Investment to Improve Water System for more than 2,900 Rural Missourians
WINDSOR, MO, Oct. 12, 2021 – U.S. Department of Agriculture (USDA) Rural Development Missouri Acting State Director D Clark Thomas announced that the USDA is investing $1,194,000 to the city of Windsor to improve its water distribution system.
“Reliable access to clean, safe drinking water provides opportunities for economic growth and is a necessity for public health and safety,” said Thomas. “Rural Development is pleased to partner with communities, like Windsor, to affordably upgrade and modernize water infrastructure in rural Missouri.”
USDA is providing the city of Windsor a $1,194,000 loan through the Water and Waste Disposal Loan and Grant program. Windsor was previously awarded a $22,500 grant through the Water & Waste Disposal Predevelopment Planning Grant program for the preparation of a Preliminary Engineering Report (PER) identifying the most cost-effective method of addressing the city’s aging water distribution system. After reviewing the PER, Windsor officials prioritized system improvements that needed to be addressed first. Planned improvements include upgrading and replacing 3.5 miles of existing water distribution lines, line looping to eliminate dead end lines, installing new water meters as needed, and installing some end line flushing devices. Once complete, the upgrades will provide Windsor’s 2,900 citizens with a more efficient water system.

This assistance supports infrastructure improvements; business development; housing; community facilities such as schools, public safety and health care; and high-speed internet access in rural, Tribal and high-poverty areas.
